Legislative Analyst
The California Association of Public Administrators, Public Guardians, and Public Conservators (CA PA|PG|PC) is interested in hiring a consultant firm/contractor to manage certain activities related to legislative work on behalf of the Association during the active legislative season. Scope of Consulting/Contractor Services
The Contractor shall manage certain activities related to legislative work on behalf of CA PA|PG|PC during the active legislative season. The scope of work is broken down as follows.

Tracking and analyzing legislative and budget proposals

Drafting language for proposed bill amendments

Preparing research documents
-
Preparing agendas for and participating as a resource in the Association’s Legislative committee meetings

Writing letters, reports and articles concerning proposed legislation and the state budget
-
Other duties as outlined by the Executive Director related to legislative services
Minimum Qualifications
Contracted Analyst or firm associate assigned must have:

A BA or BS degree in a relevant field

At least three years working with the legislature, an executive branch agency, county department, related Association or in a county PAPGPC Office analyzing legislation

Experience reviewing, analyzing and lobbying with the state budget process

Experience working with a variety of organizations and individuals with diverse perspectives, the public, elected and appointed officials, and governmental agencies, especially at the state and local levels
Desired Qualifications
- Extensive knowledge of the work and challenges of the county PAPGPCs

Experience working in PAPGPC Office as a Supervisor, Manager, or the Principal PAPGPC
