Aging and Adult Services
We provide a wide range of services to keep seniors, people with disabilities, and dependent adults living safely in the community. Services provided by the Division include centralized intake and referral, assessment and consultation, protective and supportive services and case management. Programs include: Adult Protective Services, Public Guardian, 24-Hour Response Team, Multipurpose Senior Services Program (MSSP), In-Home Supportive Services Program (IHSS), and Representative Payee.

Unit
LPS Conservatorship unit is responsible for case management of mentally ill individuals and management of their income and assets under the jurisdiction of the Public Guardian as court-appointed conservator. The unit supervisor and staff work in close collaboration with Estate Management and Trust Accounting units as well as other divisions within the Health System, such as Behavioral Health and Recovery Services division, San Mateo Medical Center, as well as with community partners.
Primary responsibilities include, but are not limited to:
- Plan, organize, supervise, train and evaluate the work of Deputy Public Guardians/Conservators and Office Support staff assigned to the Unit
- Oversee and assist staff with coordination of care, including the arrangement of placement and treatment, of elderly and gravely disabled persons including management of income and assets under the jurisdiction of the Public Guardian as appointed by the Superior Court
- Provide consultation and supervision on policies, Probate and Welfare and Institutions Code, Local Court rules and regulations, financial and complex legal proceedings and serious case management problems
- Review and evaluate cases for proper documentation and conformance with procedures established by the Probate Code, Local Court Rules, and Division Policies and Procedures
- Attend meetings and develop and maintain effective and cooperative working relationships with County staff, other units, departments, and agencies including San Mateo Medical Center, Behavioral Health, County Counsel, LPS Investigations Unit, Adult Protective Services, Human Services Agency, Golden Gate Regional Center, Health Plan of San Mateo and other community partners
- Lead the LPS unit in participating in Crisis Intervention Training as part of the LPS unit's outreach and education to local law enforcement agencies
- Hold individual and group conferences with staff to discuss general policies, rules or regulations
- Assist Division Management with recruitment and selection of staff
- Assist in development of policy, procedure and training manuals
The Ideal Candidate will be:
- Familiar with Probate Code, Local Court Rules, and Welfare and Institutions Code, Lanterman - Petris - Short Act and applicable laws and regulations relating to person and estate management
- Familiar with rules and regulations governing eligibility and operation of benefits programs such as Federal Assistance, Social Security benefits, Veterans Administration benefits, and other entitlements, as well as financial and asset management
- Knowledgeable about functions and procedures of the court system
- Familiar with principles, policies and procedures used in conducting comprehensive assessments of mentally and functionally disabled persons and developing care plans
- Knowledgeable about available resources and principles and techniques used in conducting estate and financial investigations to determine conservatees' assets, including real property, investments
- Experienced in conducting comprehensive assessments and development of estate plans for conserved clients
- Familiar with supervisory principles and practices and skilled in planning, organizing, supervising, and evaluating work of assigned staff
- Skilled in effective communication; experienced in presenting oral and written reports
- Able to maintain effective, cooperative and understanding work relationships with individuals from a variety of diverse backgrounds, community partners, representatives of the court, financial institutions and other agencies
